 It seems that What Elon Musk's Idea for Twitter is to build the next super App Ala Wechat combining payments , bank , digital currency , subscriptions and Videos.

 Let us try to breakdown his plan and see how this plan is meant to work out the 

First step in this is get payment information from everyone by selling twitter blue subscriptions and add more and more payments and credit cards into Twitter

The People who are paying for the blue tick are the ones who are small creators and they are the ones who need Twitter the Most and these are the ones whom he will monetize more and more

Next Step would be to get Video Going on Twitter where he wants to get the tiktok type experience on twitter

Elon Musk wants to get subscriptions going so next step would be to paywall video and may be text also with revenue sharing from these creators

Since as a Social Network he would be monetizing these users by these subscription features there would be payment activity on twitter and he wants to establish a wallet on twitter.

Once a wallet is established he would want to add debit cards and credit cards onto twitter and maybe also enable twitter to act like a bank

The Whole basis of this idea seems to be Wechat or as he said a super app where all kinds of transcations , entertainment and social networking is going on in the same platform.
